1. 17th Efkranti Awards Ceremony: Celebrating the Pillars of Greek Shipping

On Wednesday, 18 June 2025, the 17th Efkranti Awards Ceremony was held at the American School of Classical Studies in Athens.

This year’s event, marking the 17th consecutive edition, affirmed the credibility and consistency of a ceremony dedicated to recognizing outstanding individuals, companies and institutions within the Greek maritime community. The occasion brought together representatives from Greece’s political and military leadership, as well as distinguished figures from the shipping industry, including delegates from organizations representing shipowners, seafarers, academia, cultural institutions and the broader maritime cluster.

The selection of honourees was made by the Efkranti Awards Committee, whose mission is to celebrate those who demonstrate exceptional contribution to the shipping sector.

The ceremony was officially opened with a keynote address by Ms. Marina Hadjimanolis, Shipping Deputy Minister of Cyprus.

Among the distinguished winners were also members of the Cyprus Union of Shipowners, whose recognition reflects the Union’s consistent contribution to the international maritime industry.

2. European Commission announced proposal to phase out Russian gas and LNG imports in the EU by 2027

On 17 June 2025, the Commissioner for Energy and Housing, Dan Jørgensen, announced a legislative proposal which sets out a gradual phase-out of Russian gas and oil imports into the EU.

The proposed Regulation provides a stepwise phase-out of pipeline gas and liquefied natural gas (LNG) originating in or exported directly or indirectly from the Russian Federation, including imports by vessels. It also presents measures to facilitate the complete stop of Russian oil imports by the end of 2027.

Specifically, the proposed Regulation:

  • Prohibits natural pipeline gas imports as well as LNG imports from the Russian Federation as of 1 January 2026.
  • Imports under existing short-term contracts will be stopped by 17 June 2026, except those for pipeline gas delivered to land-locked countries and linked to long-term contracts which will be allowed until the end of 2027
  • Imports under existing long-term contracts will be stopped by the end of 2027

Long-term contracts for LNG terminal services for customers from Russia or controlled by Russian undertakings will also be prohibited as of 1st January 2026. Already existing contracts will be phased out by 1stJanuary 2028.

Under the proposed Regulation, companies holding gas supply contracts for Russian gas will have to provide information to the Commission. Additionally, importers of Russian gas will have to provide customs authorities with all necessary information confirming the path of the imported gas from its actual origin up to the point of import into the Union.

According to the Commission, the phase-out of Russian fossil fuels will make an important contribution to the objectives of the Competitiveness Compass, the Clean Industrial Deal and the Affordable Energy Action Plan.

The proposal was also accompanied by an analysis on how it can preserve the security of the EU's energy supply, while limiting any impact on prices and markets.

The proposed Regulation will follow the co-decision legislative process between the European Parliament and Council. Adoption in the Council will require qualified majority.

3. Maritime Safety Committee (MSC) 110 opens with an array of crucial agenda items on the table

IMO Secretary-General Arsenio Dominguez opened the 110th session of the Maritime Safety Committee this week, highlighting recent maritime casualties as a stark reminder of IMO's critical role in ensuring safety, security environmental protection of shipping, and the importance of implementing IMO regulations.

The Maritime Safety Committee runs from 18 to 27 June. The Committee will cover a range of issues, including: 

IMO’s GHG reduction safety strategy 

Work continues on assessing alternative fuels and new technologies and addressing safety gaps to support IMO’s GHG goals.  Discussions will cover the possible revision of the IMO's Code of Safety for Nuclear Merchant Ships (Nuclear Code). 

Maritime autonomous surface ships (MASS) 

Ongoing work on a non-mandatory MASS Code, including finalization of remaining chapters of the draft Code. Chapters dealing with a broad range of issues, including surveys and certificates, operational context and management of safe operations will be discussed. 

International Safety Management Code

Several matters related to the International Safety Management (ISM) Code will also be considered. These include: a proposal to review the Code; the outcome of the considerations on violence and harassment by the Joint ILO/IMO Working Group; and recommendations emanating from the Study on the effectiveness and implementation of the ISM Code. 

Next steps to enhance maritime cybersecurity 

The Committee will consider cybersecurity measures for ships and ports amid growing digitalization, including the use of international maritime information-sharing centres.  

Piracy and armed robbery against ships 

Review of 2024 piracy reports show a slight decrease in cases (146 attempted and occurred incidents of piracy and armed robbery) compared to 2023 (150). The number of reported incidents has picked back up in the first part of 2025, with 109 reported incidents within the first six months of 2025 (1 January - 17 June 2025).
